Keeping every team busy can make a delivery system slower when all of those teams depend on the same constrained step. Work accumulates in front of that step, feedback arrives later, and the organization carries more unfinished commitments.

That is a conditional mechanism, not an argument for idle teams or a universal utilization target. It matters when work shares a constraint and arrivals can exceed what that constraint can complete.

A queue can hide between healthy dashboards

Imagine three product teams preparing changes that all require the same specialist review. Each team reports completed implementation. The specialist reports a full calendar. Yet none of the changes has reached users.

Improving implementation speed can bring more changes to the review queue. It does not, by itself, increase completed delivery. Starting another feature may keep a product team active while extending the interval before its earlier work produces feedback.

The apparent efficiency depends on where measurement stops. If implementation completion is the result, the teams look successful. If safely released value is the result, the queued work remains unfinished.

The specialist is not necessarily the problem. Review requests may arrive without required information. Decisions may be escalated that could safely remain local. Several changes may depend on the same unresolved policy. Inspect the work before assuming that adding another reviewer is the best repair.

Separate service effort from elapsed time

For a small set of recent changes, record when each became ready for review, when review started, when additional information was requested, and when the change could proceed. Also record whether the team had to reconstruct context after a long wait.

This distinguishes a difficult review from a slow path to a review. It can reveal that a modest amount of specialist time sits inside a much longer delivery interval.

Do not combine unlike requests prematurely. A routine configuration change and a new trust boundary need different scrutiny. Their combined average may tell neither group what to improve. Segment by the kind of decision and the consequence of an incorrect approval.

Computing systems offer a useful but limited parallel. Google's Handling Overload chapter explains that requests can have very different resource costs. The engineering-management application is conceptual: count the work demanded of a constraint, not just the number of items arriving. People and approval processes are not interchangeable servers.

Change the arrival pattern as well as capacity

There are several possible interventions. A team can finish an existing change before beginning another that needs the same scarce review. A reviewer can help define required evidence earlier. A policy owner can delegate routine cases within a stated boundary. A genuinely overloaded specialty may need more capacity.

Choose the intervention from the observed cause. Reducing work in progress will not repair an unclear policy. Automating intake will not create a missing decision owner. More reviewers may multiply disagreement if the acceptance rule is still ambiguous.

A useful trial has a bounded scope. Select one class of work, change its route, and compare completed outcomes and waiting with the previous path. Watch quality and rework as well as speed. Moving a review downstream can appear faster until failures return as incidents.

Protect necessary slack

Capacity that appears unused at one moment can make room for variable demand, interruptions, and urgent recovery. Filling every available slot with planned work leaves no room for those events unless something already promised is displaced.

This does not establish the right amount of spare capacity. That depends on the work's variability, urgency, and cost. It does establish why utilization alone cannot decide whether the system is well managed.

The next review should follow one outcome across all participating teams. Keep local measures where they help operate a component, but put waiting and completed delivery beside them. If the constrained step remains unchanged, celebrate faster upstream work cautiously. The organization receives value when the work crosses the whole path.
